4. Transitioning criteria over time: As industry standards evolve and a knowledge base regarding the effectiveness of non-price criteria is established, stakeholders should have the flexibility to transition these criteria from award considerations to pre-qualification requirements, further refining the auction process.

In South Korea, the recent 2023 wind energy auction highlight a pioneering approach by emphasizing non-financial criteria, such as resident acceptability and domestic economic impact, alongside cost. However, the main challenge lies in the lack of specificity and clear definition of these non-financial criteria, leading to an unintended focus on cost reduction.
